The Justice Department filed a civil case against Paul Manafort, the chairman of Donald Trump’s 2016 presidential campaign, last year, and last week they announced that he had agreed to pay $3.15 million to settle the case “willful failure to timely report his financial interest in foreign bank accounts,” as stated in court documents.
The agreement was detailed in court documents filed on February 22 in the U.S. District Court for Southern Florida, where Manafort resides. For failing to report consulting income from Ukrainian sources that was deposited into accounts he is alleged to have directed to be opened in Cyprus, St. Vincent and the Grenadines, and the United Kingdom, the Justice Department sued Manafort last year for $2.9 million.
According to the civil lawsuit filed in West Palm Beach, Florida, Manafort made money as a consultant in Ukraine between 2006 and 2014. It claims that in 2013 and 2014, Manafort did not file a timely Report of Foreign Bank and Financial Accounts (FBAR) or federal income tax returns disclosing his interest in foreign accounts. Many of the accounts, it is claimed in the lawsuit, were opened “without the use of Manafort’s name at all,” instead using nominee shell corporations opened or operated by others on his behalf.

While under scrutiny for his lucrative political consulting work in Ukraine, Manafort briefly led Trump’s campaign in 2016. He left office several months before the presidential election in November of 2016.
In March of 2019, a federal judge handed Manafort a 47-month prison sentence for fraud and tax evasion. His pardon was issued by then-President Trump in December of 2020. Trump administration officials have claimed prosecutorial overreach in this investigation.
